About this role
Primary Purpose:
Responsible for the overall management, strategic planning, development, evaluation, and implementation of the district’s safety and security program. Oversee mitigation, prevention, preparedness, response, and recovery phases of emergency management.
Coordinate daily operations of the department to provide a safe environment for students and staff. Manage district door & access readers. Maintain and enforce policies, directives, and standards of the district.
Qualifications:
Education/Certification:
- Bachelor’s degree or equivalent experience in criminal justice, emergency management, or related field
- Clear and valid Texas driver’s license
Special Knowledge/Skills:
- Knowledge of emergency operations planning
- Knowledge of National Incident Management System (NIMS), Incident Command System (ICS), and Federal Emergency Management Agency (FEMA) procedures
- Knowledge of health and school safety programs and applicable laws
- Strong public information, organizational, communication, and interpersonal skills
- Knowledge of local, state, and federal response procedures
- Ability to work within the county emergency operations center as applicable
- Technical knowledge of computer workstation setup (identify requirement–i.e., Windows XP workstation)
- Knowledge of computer hardware and software applications, including Microsoft Office
- Ability to install and maintain network cables and hardware
- Ability to organize and maintain records of inventory
- Ability to diagnose problems and perform repairs
- Ability troubleshoot software and hardware problems
- Ability to multitask multiple operations
- Strong communication, public relations, organizational, and interpersonal skills Ability to assist co-workers as needed
Experience:
• 3 years emergency management, risk management, or safety and security experience (preferred)
Major Responsibilities:

- Coordinate with department executive and campus principal the usage of Web client functions and permissions.
- Create beginning of year spreadsheet for Principals and permission establishments of new employees.
- Manage district group/ personnel schedules (18/6; 24/7).
- Establish daily schedule for all exterior doors (adjust with new year scheduling).
- Schedule door locks & opens for special events for all exterior doors.
- Schedule door locks for holidays for all exterior doors.
- Create employee profiles in Web client and program permissions.
- Create identification badges for all CISD Staff.
- Purchase and maintain printer materials for ID badges.
- Assign key access to each ID badge.
- Create badges & collect funds for lost & stolen ID badges.
- Collect & deactivate ID badges of exiting employees.
- Troubleshoot ID badging and Continuum System.
- Troubleshoot and conduct periodic safety checks on lock down buttons and campus crisis alert buttons.
- Complete and troubleshoot all exterior door & ID badge work orders.
- Answer work orders (controller, server, and door hardware issue).
- Refer & work jointly with all exterior door hardware issues with the Maintenance & Technology Department and troubleshoot video surveillance systems.
- Program campus staff/ passwords to view cameras with Video Insight.
- Program campus staff rights for viewing cameras.
- Troubleshoot camera software and hardware issues.
- Develop procedures for viewing cameras.
- Program/update and install cameras district wide interior and exterior
- Troubleshoot & schedule maintenance of fire alarm systems district wide, elevators included.
- Communicate with the alarm company and dispatch as needed.
- Maintain and troubleshoot intrusion alarm.
- Assign alarm passcodes for CISD staff.
- Answer calls from the alarm company and dispatch as needed.
- Manage/ maintain PA Systems district wide, troubleshoot when necessary schedule maintenance when needed.
- Manage and maintain radios and radio system
- Maintain and update campus floor plans (Visio).
- Participate in and record all drills district wide.
- Ensure the alarm company is contacted as well as the city for fire drills.
- Give feedback to each campus on improvements needed if necessary
- Manage/ maintain and monitor vape system
- Manage users and give access
- Ensure alerts are going out properly
- Ensure vape detectors and alerts are online and working properly
- Manage Positive Proof System (Visitor Identification System)
- Load software on campus personnel.
- Set-up (hardware) and assign network permissions & logons.
- Maintaining and updating databases (staff, volunteers, and substitutes).
Administration:
- Ensure that department operations are cost-effective and funds are well-managed.
- Compile budgets and cost estimates based on documented department needs.
- Compile, maintain, and file all physical and computerized reports, records, and other documents required.
- Assist with compilation of Emergency Procedures Handbook & Crisis Action Management Guide.
Other:
- Follow district safety protocols and emergency procedures.
- Must be present regularly in person.

• Alarm Systems, Fire Systems, Access Control Systems, Vape Detectors (Halo System), Radios, Computer, Printer, and Copier.

Tools/Equipment Used: Standard classroom equipment including personal computer and peripherals.
Posture: Prolonged standing; frequent kneeling/squatting, bending/stooping, pushing/pulling, stooping, bending, kneeling, reaching, and twisting
Motion: Frequent walking
Lifting: Regular light lifting and carrying; lift and move classroom equipment
Environment: Work inside, may work outside; regular exposure to noise; and inside exposure to biological hazards, bacteria, and communicable diseases; drive in different areas of the district
Mental Demands: Maintain emotional control under stress; work prolonged or irregular hours
