ASSISTANT DIRECTOR OF PAYROLL JOB DESCRIPTION
JOB TITLE: Assistant Director of Payroll
WAGE/HOUR STATUS: Exempt
FUNDING SOURCE: Local
REPORTS TO: Director of Payroll
PAY GRADE: Admin/Prof 03B (230 Days)
DEPARTMENT: Payroll Department

A Letter of Assurance will be issued for this position.
PRIMARY PURPOSE: Assist with the development, implementation, and oversight of District payroll procedures. Support the coordination and management of the daily activities and assignments of the Payroll Department. Ensure compliance with applicable state and federal laws and regulations.
QUALIFICATIONS:
Minimum Education/Certification:
- Bachelor’s Degree Required
- Bachelor’s Degree in accounting, finance, management, or a business-related field, preferred
- TASBO or Certified Payroll Professional (CPP) certification preferred
Special Knowledge/Skills:
- Thorough knowledge of federal, state, and local regulations governing payroll
- Knowledge of the payroll function including preparation, balancing, internal control, and payroll taxes
- Excellent analytical skills including the ability to perform complex mathematical calculations
- Solid knowledge of data entry management
- Ability to ethically work with employee-sensitive information
- Excellent organizational skills and attention to detail
- Good interpersonal skills and the ability to collaborate with team members
- Excellent computer skills, including the ability to create and use Excel spreadsheets
- Knowledge of KRONOS or a similar time and attendance system
Minimum Experience:
At least five (5) years of experience directly dealing with payroll
MAJOR RESPONSIBILITIES AND DUTIES:
Assists the payroll director by:
• Act as support to the Director of Payroll on duties related to the timely processing of Payroll
• Assist with supervision and coordination of activities of workers engaged in recording hours of work, processing time records, compiling payroll statistics, maintaining payroll control records and calculating payroll
• Oversee the review of personnel/payroll records to determine names, rates of pay, addresses, tax information, deductions, benefit information and occupations of newly hired workers, and changes of rates and occupations of employees on payroll
• Assist with development, implementation, and maintenance of district automation for tracking time and attendance for all employees
• Support the timely payment of liabilities generated through payroll, including tax deposits, Teacher Retirement System (TRS) deposits, and other non-benefit withholdings
• Assist with development of document procedures and implementation of payroll procedures training for payroll staff and campus/department personnel
• Facilitate the updating and balancing functions of all payroll master files, general ledger payroll liability accounts, W-2’s; calculate manual pay
• Assist with the preparation and submission of required federal and state reports, including TRS through TRAQS, and the federal 941 forms
• Ensure excellence in customer service when working with employees and other departments
• Assist with compilation, maintenance, and filing of physical and computerized reports, records, and other documents required for retention
• Assist with the development, implementation, and maintenance plan to move all payroll records to the District’s document imaging system
• Create needed payroll reports
• Assist in the recruitment, employment, and assignment of payroll employees

WORKING CONDITIONS:
Mental/Emotional Demands: Maintain emotional control under stress; work with frequent interruptions. Must demonstrate the ability to communicate effectively (verbal and written). Should be able to interpret procedures and analyze data for decision-making. Frequent in-district and occasional in-state or national travel. Frequent extended work hours during evenings or weekends.
Tools/Equipment Used: Standard office equipment, personal computer and peripherals, multi-line phone system, copier, fax machine.
Posture: Prolonged sitting; occasional walking and standing
Motion: Frequent walking; repetitive computer work with frequent use of hands and wrists
Lifting: Occasional lifting and/or carrying (up to 20 pounds)
Environment: Work prolonged and irregular hours. Changes to outdoor climate exposures – hot, humid, cold, wet, windy, etc.
Safety: Contribute to the prevention of accidents and injuries by observing safety rules and District policy, practicing the principles and skills taught in safety training, wearing personal protective equipment as required, reporting injuries and incidents immediately to the supervisor, and being proactive in the ongoing efforts to improve and maintain workplace safety.
