Primary Purpose:
Direct and manage the district's Career and Technical Education (CTE) program to ensure high-quality instruction, strong workforce alignment, and compliance with state, federal, and local requirements. Provide leadership for program development, strategic planning, and continuous improvement grounded in Perkins V and the district's Comprehensive Local Needs Assessment.
QUALIFICATIONS:
Education/Certification:
- Master's degree
- CTE certification preferred
- Mid-Management Certificate or Principal Standard Certificate
Special Knowledge/Skills:
- Extensive knowledge of federal and state code governing Career and Technical Education, including Perkins V requirements
- Ability to manage budget and personnel
- Strong organization, communication, public relations, and interpersonal skills
- Working knowledge of curriculum and instruction
- Ability to evaluate instructional programs and teaching effectiveness
- Understanding of CCMR indicators and strategies that strengthen postsecondary readiness
Experience:
- At least five years of CTE experience
- Previous CTE program management experience
Major Responsibilities and Duties:
- Oversee Career and Technical Education to ensure course offerings and facilities provide high-quality instruction aligned with current industry technology and meet all local, state, and federal guidelines.
- Direct the development and implementation of local and federal budgets for CTE; ensure fiscal compliance, accurate reporting, and prudent management of funds.
- Ensure that programs are cost-effective and funds are managed responsibly.
- Compile, maintain, and file all reports, records, and documents required by the district and TEA.
- Encourage and support innovative instructional programs and assist teachers in piloting new initiatives.
- Ensure CTE teachers have the necessary training, materials, and support to increase student participation and industry-based certification attainment.
- Demonstrate knowledge of PEIMS data and supervise the accuracy of PEIMS reporting for the department.
- Coordinate repairs and maintenance for CTE facilities and equipment.
- Monitor the development and revision of CTE curriculum to ensure alignment with workforce needs and district goals.
- Serve as a district and community resource for Career and Technical Education.
- Prepare, review, and revise job descriptions for CTE positions.
- Assist in interviewing, selecting, and orienting new CTE staff.
- Work cooperatively with principals and staff in recruitment, selection, training, supervision, placement, retention, and evaluation of CTE personnel.
- Supervise annual equipment inventories for all CTE facilities and programs.
- Approve requisitions for instructional supplies, equipment, and travel for the CTE department.
- Support district student management policies and expected student behavior related to CTE.
- Demonstrate professional, ethical, and responsible behavior and serve as a role model for district staff.
- Conduct staff development for CTE teachers.
- Conduct annual district-wide evaluation of all CTE programs.
- Direct coordination of transportation for CTE activities within and outside the district.
- Ensure collaboration with local business and industry partners to provide relevant curriculum, equipment, and work-based learning experiences.
- Direct the development, implementation, and annual review of the Comprehensive Local Needs Assessment to ensure programs of study algined with labor market data, student performance, equity indicators, and stakeholder input.
- Ensure all Perkins V funded activities are supported by CLNA findings, meet federal accountability requirements, and strengthen access, quality, and program alignment.
- Lead initiatives that improve College, Career, and Military Readiness outcomes through industry-based certifications, dual credit expansion, work-based learning, and aligned programs of study.
- Serve as the district representative for CTE at local, state, and national levels.
