Position Overview

The Human Resources Specialist works as a collaborative member of the Board Office team, supporting human resources and payroll functions alongside the Business Office, Payroll, and other confidential staff. The position helps the district stay compliant with applicable laws, regulations, board policies, and collective bargaining agreements. Because HR, benefits, and payroll depend on one another, the Specialist coordinates closely with every department so that employee matters are processed accurately and on time.

District Procedures, Platforms, and Timelines

  • Adhere to all established district procedures, protocols, and board policies.
  • Use only district-approved systems and platforms for all HR and payroll work, recordkeeping, and communication.
  • Meet all pre-established district timelines, including the payroll calendar, pay date schedule, benefits deadlines, and state and federal reporting dates.
  • Follow the direction of the Superintendent, Assistant Superintendent, and/or Business Administrator/Board Secretary on priorities and workflow.

Collaboration and Coordination

  • Work as part of a team with the Business Office, Payroll, and confidential secretaries to support smooth Board Office operations.
  • Coordinate with building administrators, secretaries, and department supervisors to collect accurate and timely information, such as timesheets, attendance, and personnel changes.
  • Share information across departments promptly so that HR, benefits, and payroll records remain consistent.
  • Help communicate district HR and payroll procedures to staff when directed by administration.

Human Resources

  • Assist with recruitment, onboarding, and processing of new employees.
  • Maintain accurate personnel files and HR databases in line with state records retention and audit requirements.
  • Support the administration of employee benefits, including health, dental, vision, pension, COBRA, FMLA/NJFLA, and workers' compensation, in coordination with the Business Office.
  • Assist in applying board policies, employment contracts, and regulatory requirements as directed by administration.
  • Respond to employee HR and payroll inquiries in a timely and professional manner.

Compliance and Reporting

  • Support compliance with NJDOE requirements, labor laws, and board policies.
  • Assist with preparing reports for negotiations, audits, and state submissions.
  • Stay current on HR and payroll laws, trends, and best practices in school district operations.
  • Perform other compliance-related duties as assigned by administration.

Payroll

  • Work with the Business Office, Payroll, and all district departments to process payroll in compliance with federal, state, and local regulations and collective bargaining agreements.
  • Collect, review, and verify timesheets and payroll documentation from buildings and departments according to the pay date schedule.
  • Assist in calculating wages, overtime, deductions, pension contributions (TPAF/PERS), garnishments, and leave accruals.
  • Assist with preparing and submitting required reports to state and federal agencies, such as the IRS and the NJ Division of Pensions.
  • Assist the Business Office in reconciling payroll accounts and preparing financial reports.
  • Keep all employee payroll data and records confidential.
  • Perform other payroll-related duties as assigned by administration.

Qualifications

  • Bachelor's degree in Human Resources, Business Administration, Accounting, or a related field preferred, or equivalent related experience.
  • Minimum of 3�5 years of experience in HR and payroll, preferably in a school district or public sector setting.
  • Knowledge of NJ pension systems (TPAF/PERS), state reporting requirements, and school business office operations strongly preferred.
  • Proficiency with payroll and personnel systems, including Genesis, CSI, or equivalent.
  • Strong attention to detail and accuracy.
  • Excellent interpersonal and communication skills, a collaborative approach, and the ability to maintain confidentiality.
  • Working knowledge of FMLA, NJFLA, FLSA, and collective bargaining agreements.

Terms of Employment

  • 12-month position
  • Salary range: $60,000 � $80,000, commensurate with experience and subject to Board of Education approval
  • Anticipated start date: November 23, 2026
  • May be expected to work later hours on some days as needed, such as during Board meetings, payroll deadlines, and reporting periods
  • Benefits in accordance with district policy
  • Employment is contingent upon successful completion of a criminal history background check

Evaluation

Performance will be evaluated annually in accordance with board policy and established procedures.
