Job Description

PRIMARY PURPOSE:

To facilitate the effective implementation of transition planning and services for students with special needs, ensuring coordinated outcomes in education, employment, and independent living. The Transition Specialist will support parents, teachers, and students by providing essential tools, guidance, and resources for successful post-secondary transition planning.

QUALIFICATIONS:

Education/Certification:

Bachelor’s degree from an accredited college or university

Valid Texas teaching certificate in Special Education

Completion of, or ability to complete the professional development hours in vocational training with students with special needs, as required by law

Special Knowledge/Skills:

In depth understanding of the laws and regulations regarding the implementation of programs for students with disabilities including a working knowledge of:

  • Individuals with Disabilities Education Act (IDEA) 2004
  • Texas Commissioner’s Rules for Special Education
  • Family Educational Rights and Privacy Act (FERPA)
  • Texas Education Code (TEC) and Texas Administrative Code (TAC)

Ability to collaborate effectively with community and governmental agencies

Ability to manage and effectively resolve conflicts

Ability to develop and monitor organizational systems

Ability to organize and coordinate a districtwide program

Ability to develop and manage workflow system

Ability to effectively communicate with district and campus level administrators

Ability to problem-solve unique issues related to individual student educational needs

Ability to interpret laws, rules, and regulations into daily practice

Ability to analyze and interpret data

Experience:

Minimum of three successful years of experience in a special education classroom/program (preferred).

Two years of experience in a leadership position at campus or district level (preferred).

MAJOR RESPONSIBILITIES AND DUTIES:

  • Support campus staff with the development and review of transition outcomes in education, community involvement, employment, and independent living.
  • Coordinate transition activities with appropriate state and community agencies.
  • Serve as the District Transition and Employment Designee (TED)
  • Serve as a resource for training high school students with disabilities in self-advocacy, self-determination, and disability awareness.
  • Plan and deliver training sessions for students and parents on how to access transition services.
  • Assist special education case managers in developing and implementing transition plans and goals
  • Conduct evaluations of students’ functional vocational skills.
  • Provide training and technical support to educators and staff to enhance transition planning and service delivery.
  • Offer ongoing support and guidance to staff involved in transition planning.
  • Demonstrate the ability to work effectively with a range of individuals and groups including parents, teachers, and campus administrators.
  • Demonstrate and maintain standards of professional conduct.
  • Demonstrates respect for students and their parents.
  • Communicate district and department goals and needs to individual campuses and programs.
  • Meet with teachers individually and in-group settings to problem-solve and plan as needed.
  • Maintain confidentiality of student information and records.
  • Perform other duties as assigned.

WORKING CONDITIONS:

Tools/Equipment Used: Standard office equipment including personal computers and peripherals; new technology equipment and devices as acquired by the district.

Posture: Frequent sitting and standing; occasional bending/stooping, pushing, /pulling, and twisting
Motion: Repetitive hand motions; frequent keyboarding and use of mouse; occasional reaching
Lifting: Moderate light lifting and carrying (less than 15 pounds)

Environment: May work prolonged or irregular hours; exposure to computer emissions; occasional district-wide and statewide travel; ability to transport materials/supplies to be used in presentations and in work sessions with teachers.

Mental Demands: Work with frequent interruptions; maintain emotional control under stress; good problem solving skills ability to communicate effectively (verbal and written); interpret policy, procedures and data; ability to remain current in the field of special education; ability to use resources (laws, regulations, district and department procedures) to develop solutions; ability to operate and learn new technology systems; coordinate campus functions; ability to problem solve, to work collaboratively with others, and to work on multiple projects/tasks within a given period of time.

Other: Work as a team member and with peers, teachers, campus personnel and principals. Professional demeanor, and resourcefulness, communicate effectively with diverse groups and accept supervision. Work without day-to-day supervision. Regular and punctual attendance in the workplace. Maintain professional appearance.
